However, the government reduced stock piles further in 1992, to only 194,000 in 1993. This amounted to an abandoning of the counter-cyclical government stabilization scheme. The harvest was bad that year (entirely unexpected for the government’s crop experts?), and a major “rice crisis” was widely covered in the media.
