In 1952 Wilber had spent six months running the CIA’s “political action” office in Tehran, an assignment that gave him a firsthand view of political and military factions favoring and opposing Mossadegh. His British counterpart, Norman Darbyshire, had served extended tours of duty in Iran and worked closely with Robin Zaehner. When the British intelligence station in Tehran was forced to close, it was moved to Cyprus and Darbyshire was named to head it.
