Roosevelt directed the Justice Department to pursue an antitrust suit charging the Northern Securities Company with violating the 1890 Sherman Antitrust Act, which prohibits trusts from becoming monopolies. Northern Securities, one of the nation’s largest railroad trusts, had been formed by Morgan, Harriman, and Hill in 1901.
