The first documented instance of Archbold suborning an official occurred in 1898, during Frank Monnett’s suit against Standard of Ohio, when Archbold placed Senator Joseph B. Foraker of Ohio on the payroll. He started with a payment of $15,000, then made another of $14,500 three weeks later, winding up with a total of $44,000 in a six-month period.
