Now the political scene provided scope for his latent diplomatic skills. When Stalin invaded Finland in December 1939, the Finnish ambassador in Washington appealed to Lewis Strauss, a Kuhn, Loeb partner who had once assisted Herbert Hoover. (He would chair the Atomic Energy Commission after the war.) Strauss hatched a scheme with the New Deal’s Ben Cohen to aid the Finns with money from America’s Export-Import Bank.
