Woodrow Wilson was a political scientist and university president who became governor of New Jersey and then president in 1913. His first term created the Federal Reserve System and the Federal Trade Commission and enacted the income tax. He led the United States into the First World War in 1917 and set out his Fourteen Points and the case for a League of Nations, though the Senate rejected US membership. His record also included deepening racial segregation of the federal workforce, a lasting stain on his presidency. A stroke left him incapacitated for much of his final years in office.
