E. B. Horne
British Colonial administrator
Edward Butler Horne was the first British District Commissioner of Meru. He recorded the 1913 version of the Meru migration story and reshaped Meru governance by promoting compliant elders into salaried chiefs and headmen, which sidelined the Njuri Ncheke council of elders.
