British colonial administrator in Kenya, appointed District Officer in Charge of Rehabilitation in 1957 and later MBE after the Mwea camp campaign.

Gavaghan joined the Kenya colonial administration during the Second World War and later held the Mwea rehabilitation post during the Mau Mau Emergency. Survivor testimony, Guardian reporting, Caroline Elkins's work and the BBC documentary Kenya: White Terror connect his tenure to the dilution technique and officially sanctioned force. The sources found identify his honour as MBE, not OBE. Gavaghan denied deaths and ill-treatment under his administration, so the app treats his own books as contested primary self-defence against survivor testimony and archival memos.
