Zachary was asked whether the man who held real power in Francia should also hold the crown. He answered that it was better for the one who wielded power to be called king, which cleared the way for Pepin the Short to depose the last Merovingian and found the Carolingian dynasty. That decision tied the papacy to the Franks, a bond that soon produced the Papal States.
