Henry Barnard worked alongside Horace Mann to reform public schooling, serving as chief school officer in Connecticut and Rhode Island. He collected and published a vast body of educational knowledge in the American Journal of Education. In 1867 he became the first United States Commissioner of Education, helping establish a federal role in gathering school data.
