William Casey was a wartime OSS officer who became CIA director under President Reagan from 1981 to 1987. He earlier served on the board of the International Rescue Committee, another node in the NGO-intelligence overlap. As director he oversaw covert support for anti-communist forces from Nicaragua's Contras to Afghanistan and was a central figure in the Iran-Contra affair.
