Richard Bissell was a senior CIA officer who developed the U-2 reconnaissance program and directed the failed 1961 Bay of Pigs invasion of Cuba. As Deputy Director for Plans he oversaw covert operations including a plot to assassinate Congolese leader Patrice Lumumba. He resigned after the Bay of Pigs failure.
