Abdulhamid II suspended the constitution and parliament and ruled the declining empire through a strong central and security apparatus. He promoted pan-Islamic policy and railway projects while facing territorial losses and rising nationalism. The Young Turk revolution of 1908 forced him to restore the constitution, and he was deposed in 1909.
