Romeo Dallaire was the Canadian general commanding the small UN peacekeeping mission in Rwanda in 1994. He sent early warnings of preparations for mass killing but was denied reinforcements and a stronger mandate by the UN and member states. His account of the genocide and his own trauma became an influential indictment of international inaction.
