Its “near” targets were the Saudi government and its regional partner states; its “far” enemy was the United States, which al-Qaeda reviled for supporting non-sharia-based state governments in the Middle East and for supposedly defiling Islam by deploying military personnel to Saudi Arabia during the 1990–91 Gulf War.
