Another problem faced by the Kabul government in winning the hearts and minds of the people was of course the continuing Soviet armed presence, although it must be remem- bered that Islamic opposition to the leftist government began well before the Soviet forces arrived; indeed, the most militant of the Moujahedeen leaders, Hekmatyar, had led a seri- ous uprising against the previous (non-leftist) government as well, in 1975, declaring that a “godless, communist-dominated regime” ruled in Kabul.
