CHAPTER SEVENTEEN The End of “Liberation” Push came to shove for the “liberation” program that had provided the policy framework for the ex-Nazi recruitment programs in Hungary in November 1956. Under CIA covert operations chief Frank Wisner’s guidance, Radio Free Europe and Radio Liberation had hammered away at the liberation theme for Eastern European audiences through the first half of the 1950s.
