She closed Orthodox missionary efforts in the Volga area, encouraged the con struction of mosques, and in 1773 issued a decree declaring "toleration of all confessions" in the name of the "Almighty God who tolerates all faiths, languages, and confessions." Russia and Islam The other side of tolerance was regulation, and this in turn required draw ing religious authorities into governance and rewarding them appropriately.
