In 241 BCE, when consuls were leading Roman armies against their neighbors, the office of praetor was cre ated to expand military and judicial command over new areas and to deal with legal matters between Romans and conquered peoples. Later, as Ro mans expanded their control well beyond Italy, they sent praetors, with troops, to take charge of unruly regions.
