Praetors were appointed for Sardinia, Sicily, Spain, Africa (the area around Carthage) , and Macedonia between 227 and 146 BCE.The Roman system of administration has been called " government without bureaucracy." Power rested almost everywhere in the hands of a single authority-a praetor or a consul-along with a few assistants, mostly friends, family, or other people personally connected to him, as well as a few minor officials of low ranks, including slaves. Government, from Rome's perspective, was mostly about collecting taxes, either as money or produce, mobilizing soldiers, and sustaining the infrastructure-roads, aqueducts-that kept the empire together.
