Royal attempts in 1542 to make the encomienda non-hereditary could not be turned into reality. By granting a combination of rights and duties to Spanish settlers in Mexico and other parts of conquered regions, the monarchy was getting from its own emigrants some of the intermediaries empires need to do their work and at the same time incorporating the people of the Americas into a political hierarchy.
