Despite the Triple Alliance, the tensions with Italy became greater after 1900, and on several occasions Conrad advocated a military blow against this southern neighbor; even if his proposal was firmly rejected by both the foreign ministry and the emperor, the garrisons and fortresses along the Italian frontier were steadily built up. Much farther afield, Vienna had to worry about Rumania, which by 1912 became a distinct threat as it moved into the opposite camp.
