Between 1871 and 1900, France had added 3.5 million square miles to its existing colonial territories, and it possessed indisputably the largest overseas empire after Britain’s. Although the commerce of those lands was not great, France had built up a considerable colonial army and an array of prime naval bases from Dakar to Saigon.
