And since most of the other countries after 1906 were turning their attention from Asia and Africa to developments in the Balkans and North Sea, it was perhaps not surprising that they tended to see the United States as less a factor in the international power balances than had been the case around the turn of the century. That was yet another of the common pre-1914 assumptions which the Great War itself would prove wrong.
