Harry S. Truman became president in 1945 on Roosevelt's death and made the decision to drop atomic bombs on Hiroshima and Nagasaki, ending the war in the Pacific with enormous civilian loss of life. He set the framework of the early Cold War through the Truman Doctrine, the Marshall Plan, and the National Security Act of 1947, which created the CIA, the Air Force, and the modern defence structure. His administration produced NSC-68, the blueprint for a permanent military buildup, and he committed US forces to Korea. He left office in 1953 with the national security apparatus firmly in place.
