Evelyn Baring, Lord Cromer, was the British consul-general in Egypt from 1883 to 1907 and its true ruler behind a nominal Egyptian government. He reorganised Egyptian finances to serve foreign bondholders and imposed a controlling, paternalist administration that treated Egyptians as unfit to govern themselves. He backed the reconquest of Sudan and wrote a two-volume defence of British rule. His long tenure is a classic case of veiled colonial control exercised without formal annexation.
