Robert John Ouko was a Luo technocrat who rose to become Kenya's Minister for Foreign Affairs. In February 1990 he disappeared from his farm at Koru and his burned body was found nearby, his death setting off national protests. A Scotland Yard detective, John Troon, and a judicial commission led by Justice Evan Gicheru investigated; suspicion fell on senior figures, and Nicholas Biwott and others were arrested and released without charge. No one was ever convicted, and the killing remains officially unsolved and politically contested.
