Nicholas Kipyator Biwott, a Keiyo from the Rift Valley, was one of the most powerful figures of the Moi era and held a string of cabinet posts. Known as the 'Total Man', he was widely seen as the president's enforcer and a gatekeeper of state business. He was named as a suspect in the 1990 murder of Robert Ouko and was arrested and released without charge, and he was later named in the Kroll corruption report; he consistently denied wrongdoing and was never convicted. He remained wealthy and politically active until his death in 2017.
