Founded in 1883 as the Special Irish Branch to counter Fenian bombings, Special Branch became the political-police arm of the state at home and a model exported across the empire. It gathered intelligence on radicals, surveilled meetings and ran informers. Colonial Special Branches copied its methods to monitor anti-colonial organising.
British India created a central political-intelligence office in 1887, later reorganised into the Intelligence Bureau, making it one of the oldest intelligence agencies still in existence. Its main task was to watch nationalist agitation, revolutionaries and the growing independence movement. The apparatus built to police the Raj was inherited by independent India.
British India's Intelligence Bureau and police tracked Mohandas Gandhi for decades, logging his movements, intercepting his mail and reporting on his campaigns. Surveillance followed him from his years in South Africa through the mass movements he led in India. The colonial state treated the apostle of non-violence as a standing threat to order.

MI5, Britain's Security Service, is given responsibility for assessing threats across the British Empire, outside Ireland. Over the following decades it built files on colonial politicians, trade unionists and independence movements from the Caribbean to East Africa. Its officers treated the growth of nationalism as a security problem to be watched rather than a political demand to be met.
MI5 began tracking the Kenyan nationalist Jomo Kenyatta in the 1930s, when he lived in Britain and visited Moscow. His personal file in the released KV series runs across decades of surveillance. The future first president of Kenya was watched as a suspected subversive long before Britain negotiated the handover of power to him.
The Trinidadian pan-Africanist George Padmore, after breaking with the Communist International, settled in London and was watched by MI5 and Special Branch. He became a mentor to a generation of African and Caribbean nationalists, including Kwame Nkrumah. British intelligence saw his flat as a hub of dangerous anti-colonial organising.
The Trinidadian writer and revolutionary C.L.R. James was tracked by British intelligence during his years in London and later expelled from the United States during the McCarthy era. His pan-African and Marxist writings marked him as a subversive in official eyes. The security services filed his contacts and movements across two continents.

Britain sets up the Information Research Department (IRD), a secret Foreign Office unit that produced anti-communist and pro-British propaganda. It fed slanted material to journalists, politicians and friendly outlets across the world, including the decolonising empire. The department operated in secret until it was wound up in 1977.
After the Second World War MI5 built a network of Security Liaison Officers stationed in colonial capitals from Accra to Nairobi to Kuala Lumpur. These officers advised governors, coordinated with local Special Branches and fed intelligence on nationalist leaders back to London. They were the empire's eyes on the men who would soon run independent states.
The Gold Coast Special Branch tracked Kwame Nkrumah's Convention People's Party and the wider push for independence, reporting on rallies, membership and links abroad. Its files fed both the colonial government and MI5 in London. The men it watched went on to govern independent Ghana.
Colonial security relied on mail interception, press censorship and paid informers to keep tabs on nationalist organising. Post offices, printing presses and political meetings were all monitored. These everyday tools of surveillance let the state map who was talking to whom long before any open confrontation.
As independence movements grew, the Colonial Office and MI5 built machinery to coordinate intelligence and security across the colonies, with local intelligence committees reporting to London. MI5's Director General Percy Sillitoe toured Africa and the Middle East to shore up the system. The aim was to keep watch on nationalist politics before it turned into open revolt.
As Kwame Nkrumah rose to lead the Gold Coast toward independence, MI5 and the Gold Coast Special Branch watched him closely, alarmed by his radicalism and his contacts with communists and pan-Africanists. Files tracked his associations for years. Western intelligence agencies continued to distrust him after he became Ghana's first leader.
During the Mau Mau Emergency, Kenya's Special Branch ran an intensive campaign of surveillance, interrogation and informer networks against suspected nationalists. It compiled files, screened detainees and gathered intelligence used to detain thousands without trial. The colonial political police became the sharp edge of counter-insurgency.
Across the late empire, emergency powers let colonial authorities lock up suspected nationalists without charge or trial. In Kenya tens of thousands were held in detention camps during the Emergency, where abuse was widespread and eleven detainees were beaten to death at Hola in 1959. Surveillance and detention worked together to break independence movements.
After Cheddi Jagan's left-wing party won elections in British Guiana, Britain suspended the colony's constitution and sent in troops, citing fears of a communist takeover. Jagan and his allies were watched by British and American intelligence for years. Declassified records show London and Washington worked to keep him from power.
Britain moved intelligence and counter-insurgency methods between its colonies, carrying lessons from Malaya to Kenya to Cyprus. Officers, screening techniques and detention practices were shared across the empire. The same playbook of surveillance and coercion was applied to very different independence struggles.
The Trinidad-born communist and activist Claudia Jones, deported from the United States, arrived in Britain and was placed under MI5 surveillance. She founded a pioneering black newspaper and helped start what became the Notting Hill Carnival. British intelligence watched her as a communist organiser within the empire's own capital.
As colonies approached independence, Britain ran a systematic purge of sensitive records later known as Operation Legacy. Officials burned, dumped at sea or shipped home documents that might embarrass the government or expose intelligence methods. Thousands of files were spirited back to Britain rather than handed to successor states.
Nelson Mandela was arrested near Howick in August 1962 and would spend 27 years in prison. Decades later, in a 2016 interview, a former CIA officer, Donald Rickard, said the agency had tipped off South African security police to Mandela's whereabouts. The claim rests largely on Rickard's own account and the CIA has never confirmed it, so it remains attributed rather than proven.
Jamaica's democratic-socialist prime minister Michael Manley, who aligned with Cuba and the non-aligned movement, believed his government was the target of Western intelligence pressure in the 1970s. Allegations of CIA involvement in Jamaican unrest have long circulated but remain contested and largely unproven in the declassified record. The episode reflects how Caribbean leaders who leaned left drew close outside attention.
From the late 1990s onward MI5 started releasing historical personal files, the KV series, to the National Archives. The releases opened up decades of surveillance records on politicians, activists and independence leaders. For the first time researchers could read what British intelligence had written about men who became heads of state.
During a High Court claim brought by elderly Kenyans over abuse in the Mau Mau detention camps, the Foreign Office admitted it held thousands of colonial-era files it had never disclosed. The secret cache, kept at Hanslope Park, contained records removed from colonies at independence. Its existence exposed a decades-long effort to hide the empire's records.
After the Hanslope Park cache came to light, the Foreign Office released the so-called migrated archives to the National Archives in batches between 2012 and 2013. The files documented surveillance, detention and abuse across the late empire. They confirmed that Britain had systematically removed sensitive records from colonies as it withdrew.
The released MI5 and colonial files reveal that Britain watched, filed and tried to disrupt the very nationalist leaders it would later sit across the table from and hand power to. Men like Kenyatta and Nkrumah appear in the record as suspected subversives rather than future partners. The declassified paper trail is the documented irony of imperial intelligence.
