Jomo Kenyatta died in office on 22 August 1978, and his vice president Daniel arap Moi took over, first as acting president and then formally in October. Moi kept Kenya on its capitalist, pro-Western path and its close ties to London and Washington. He would hold power for 24 years.
After the Iranian revolution and the Soviet move into Afghanistan, Washington wanted reliable partners near the Gulf. Moi's Kenya, firmly capitalist and anti-communist, became one of them and fit into the new US Rapid Deployment Force posture. Western governments valued Kenya as a stable base in a volatile region.
Moi built his rule around Nyayo, a Swahili word for footsteps, framed as following peace, love, and unity. In practice it became a loyalty test and a personality cult, with his image, songs, and slogans spread through schools, media, and public life. Citizens were expected to praise the president and follow without question.
Kenya and the United States signed an access agreement letting American forces use the naval port at Mombasa and nearby airfields for operations toward the Indian Ocean and the Gulf. Washington paid on the order of 26 million dollars to upgrade and use the facilities. This was an open state-to-state deal, not a covert arrangement.
Between 1980 and 1985 the United States delivered substantial military hardware, including roughly 40 MD500 helicopters and about 2,100 TOW anti-tank missiles, alongside training and economic aid. This was documented government-to-government assistance to a Cold War ally. There is no established record that the CIA installed Moi's government or ran its security services; the documented backing is the overt military, financial, and diplomatic support.
In June 1982 parliament amended the constitution to add Section 2A, making KANU the only legal party and turning Kenya into a de jure one-party state. The change outlawed organized opposition and closed the last formal channel for rivals. It concentrated power around Moi and KANU.
After the coup attempt the government disbanded the air force, court-martialed and hanged ringleaders, and detained students, academics, and suspected sympathizers. The University of Nairobi was closed and dissent was treated as treason. The purge deepened a climate of fear that lasted through the decade.
On 1 August 1982 junior officers of the Kenya Air Force tried to seize power, briefly taking the national radio station before loyal army units crushed the revolt. Fighting and looting in Nairobi left hundreds dead. Moi survived and used the failed coup to tighten his grip.
Moi's government used the Special Branch as a political secret police to watch, arrest, and break opponents. Under public security laws, critics could be held indefinitely without charge or trial. Writers, lawyers, and activists were jailed or driven into exile.
Kenya was hit by repeated droughts, including a severe one in 1984, that cut harvests and forced grain imports and food aid. The shortages were driven mainly by failed rains and weak management, not by any deliberate policy of starvation. Poor planning and corruption made the crises harder to weather.
Through the 1980s the United States and Britain kept backing Moi with aid and diplomatic cover even as his government jailed critics and crushed dissent. The calculation was that a stable, pro-Western Kenya mattered more than its internal repression. That support was open policy, weighed against a hostile Cold War map, rather than secret control of the regime.
Detainees suspected of links to the underground Mwakenya movement were taken to secret cells in the basement of Nyayo House in central Nairobi. Survivors later described beatings, water-filled cells, and forced confessions. The torture chambers, run by the security services, became a lasting symbol of the regime's cruelty.
After steady growth in the early independence years, Kenya's economy stalled under Moi as debt rose, jobs grew scarce, and living standards slipped. Bloated state companies, poor planning, and political interference drained public money. Ordinary Kenyans felt the squeeze while a connected elite prospered.
In the 1988 KANU nominations the government replaced the secret ballot with mlolongo, a system where voters lined up in public behind their chosen candidate. Officials could see who backed whom, and results were widely manipulated in favor of loyalists. The open queues stripped away any secrecy and hardened public anger at the one-party system.
With the Cold War ending, Washington sent Smith Hempstone as ambassador to Kenya. Unlike his predecessors, he openly criticized Moi's one-party rule and human rights record. His arrival marked a shift from quiet backing toward public pressure for reform.
In a May 1990 Rotary Club speech in Nairobi, Ambassador Hempstone signaled that future US aid would favor governments that respected human rights and moved toward pluralism. The message landed as a direct challenge to Moi's single-party state. It emboldened domestic reformers and angered the government.
On 7 July 1990, known as Saba Saba for the seventh day of the seventh month, opposition figures called a rally in Nairobi to demand an end to one-party rule. The government banned it and cracked down, and clashes over the following days left dozens dead and many arrested. The day became a turning point for the pro-democracy movement.
As parties were banned, clergy such as Timothy Njoya and Alexander Muge and lawyers grouped around the Law Society used pulpits and courts to demand change. They spoke out on repression when few others could, and some paid with harassment or their lives. Their stand gave the reform movement moral weight and helped force Moi's hand.
Moi's system ran on patronage, rewarding loyal communities and allies with land, contracts, and public jobs while starving opponents' regions. Grand corruption became routine, tying access to wealth to closeness to the president. The practice hollowed out state institutions and deepened ethnic division.
At a Consultative Group meeting in Paris on 25 to 26 November 1991, Western donors suspended new aid to Kenya and demanded political and economic reforms. The freeze hit a government already short of cash and left Moi with little room to refuse. Within days he moved to end one-party rule.

Under the donor freeze and mounting protest, Moi agreed in December 1991 to scrap Section 2A, and parliament restored the right to form opposition parties. Kenya was legally a multiparty state again after nearly a decade. New parties formed quickly, though power stayed firmly with KANU.
Through a company called Goldenberg International, the government paid out huge export compensation for gold and diamonds that Kenya barely produced or exported. The fraud is estimated to have cost the state on the order of 10 percent of annual GDP. It ranks among the largest corruption scandals in the country's history and reached into the heart of the government.
In Kenya's first multiparty election on 29 December 1992, Moi won with about a third of the vote as opposition leaders split the rest among rival parties. The result kept him in power despite majority discontent. Observers reported serious flaws, but a fractured opposition handed KANU the win.

Around the return of multiparty politics, waves of ethnic land clashes broke out, concentrated in the Rift Valley, killing hundreds and driving tens of thousands from their homes. Investigations linked the violence to figures in the ruling party who used it to punish suspected opposition communities and shift the vote. The bloodshed recurred around the 1997 election.
In the December 1997 election Moi again defeated a divided field, with opposition votes scattered across several candidates. Fresh ethnic clashes and disputes over the register marred the run-up. It was his last term, as the constitution barred him from standing again.
In the December 2002 election a united opposition under Mwai Kibaki and the NARC coalition beat KANU's candidate, ending the party's four decades in power. Moi accepted the result and left office peacefully after 24 years. It was Kenya's first transfer of power to the opposition through the ballot.
