The clandestine December Twelve Movement, a left-leaning underground group formed in the 1970s, put out the first issue of its newsletter Pambana ("Struggle") in May 1982. The paper attacked Moi's government and called for change, and its discovery led to some of the earliest detentions. The movement was the direct forerunner of Mwakenya.
Maina wa Kinyatti, a history lecturer at Kenyatta University, was arrested in June 1982 and convicted of possessing a seditious pamphlet. He was sentenced to six years and held at Kamiti prison until 1988. In his own writing and testimony he described being chained, held naked, and denied food and water to force a confession, an account echoed by the Truth, Justice and Reconciliation Commission.
Parliament amended the constitution to add Section 2A, making the ruling KANU the only legal party in Kenya. The change closed off legal opposition to President Daniel arap Moi and pushed dissent underground. It set the political ground on which movements like Mwakenya later formed.
Willy Mutunga, then a University of Nairobi law lecturer, was detained without trial in June 1982 over the December Twelve Movement and its paper Pambana. He was held until October 1983 and later described the interrogation and detention in his own account. Decades afterward he became Chief Justice of Kenya, serving from 2011 to 2016.
Junior Kenya Air Force officers seized Nairobi's radio station and briefly announced they had toppled Moi before loyal troops crushed the revolt. The government disbanded the air force, closed the University of Nairobi, and detained students, lecturers, and suspected dissidents. The failed coup hardened Moi's rule and widened the hunt for underground opponents.
The former member of parliament Koigi wa Wamwere was one of the era's most-detained dissidents, held without trial for long stretches in the 1980s over his opposition to Moi. He wrote about the detentions and mistreatment in his own memoirs and testimony. He was among the survivors later recognized by the Truth, Justice and Reconciliation Commission and awarded compensation.
The underground network that had operated as the December Twelve Movement, and briefly as the Communist Party of Kenya, adopted the name Mwakenya in February 1985. The name is a Swahili acronym for Muungano wa Wazalendo wa Kuikomboa Kenya, the Union of Patriots for the Liberation of Kenya. It described itself as a clandestine, left-leaning movement working to overthrow the Moi dictatorship, and it circulated the underground paper Mpatanishi.
By the end of 1986 about a hundred people had been convicted or charged over alleged Mwakenya membership or possession of seditious material, and others were held without charge. Most were tried quickly and pleaded guilty. Amnesty International and later the Truth, Justice and Reconciliation Commission recorded these numbers and the pattern of rushed prosecutions.
Through 1986 the Special Branch arrested people it accused of belonging to Mwakenya, including students, university lecturers, journalists, and other professionals. Many were held incommunicado before being produced in court or detained without any trial. The sweep marked the peak of the state's campaign against the underground movement.
Wahome Mutahi, the satirist behind the popular "Whispers" newspaper column, was arrested in 1986 with his brother Njuguna and held in the Nyayo House basement over alleged Mwakenya links. He was charged in connection with sedition and jailed for about fifteen months without a full trial. He later drew on the ordeal in his novel Three Days on the Cross, and his account is among the documented survivor testimonies of the chambers.
Human rights groups and survivors say many Mwakenya confessions were extracted under torture, so some cases likely swept up people with little or no tie to the movement. How large and organized Mwakenya truly was, versus how much the government inflated or invented it to justify the crackdown, remains disputed. Accounts from detainees, Amnesty International, and the Truth, Justice and Reconciliation Commission all treat the line between real members and fabricated cases as unclear.
Many Mwakenya defendants were brought to court within days of arrest and pleaded guilty to sedition charges, often after torture at Nyayo House. The hearings were short and gave defendants little chance to challenge the confessions used against them. Survivor testimony and the Truth, Justice and Reconciliation Commission report describe these trials as a formality that followed the coercion.

Suspected Mwakenya members were interrogated in basement cells of Nyayo House, a government tower in central Nairobi. Survivors and the Truth, Justice and Reconciliation Commission describe windowless cells that could be flooded with water, beatings, and denial of food and sleep to force confessions. The commission documented the chambers as a site of systematic torture by the Special Branch.
Mwakenya set out its aims in a document titled the Draft Minimum Programme, which called for the removal of Moi's one-party government and a more democratic and equal Kenya. The programme was passed hand to hand in secret because open opposition was banned. It remains a key surviving record of what the movement said it stood for.
By 1989 the Moi government publicly acknowledged that Mwakenya suspects had been tortured, a rare admission for a regime that usually denied such claims. Mwakenya is often described as the only movement whose members the state conceded it had abused. The admission did little to change practice at the time, but it stands in the record.
Under domestic and foreign pressure, KANU agreed to repeal Section 2A in December 1991, ending the one-party state and legalizing opposition parties. The change eased the climate that had driven dissent underground and led to the release of political prisoners over the following months. It opened the multiparty era that Mwakenya and other groups had demanded.
Mothers of political prisoners, backed by Wangari Maathai, began a hunger strike at a corner of Uhuru Park to demand the release of their sons, many held on sedition and Mwakenya-related charges. Police beat and tear-gassed the protesters, but the campaign kept up pressure and most remaining detainees were freed by early 1993. The spot became known as Freedom Corner.
After Moi left office at the end of 2002, the new government opened the Nyayo House basement chambers so survivors, journalists, and the public could see them. Former detainees returned to identify the cells where they had been held. The opening turned a hidden site of torture into public evidence of the abuses.
Kenya's Truth, Justice and Reconciliation Commission handed over its final report in May 2013 after years of hearings. It recorded the Nyayo House torture, detentions without trial, and the treatment of Mwakenya suspects, drawing heavily on survivor testimony. The report placed the movement's suppression within the wider story of the second-liberation struggle, and some survivors later pursued compensation claims.
